5.1 – leadership and commitment

5.1.1 General

in this subclause ISO 9001 2015 standard requires that top management should take leadership of ISO 9001 2015 standard implementation. Taking leadership requires;

  1. Top management is Accountable if ISO 9001 2015 quality management system is not effective. In other words if ISO 9001 2015 quality management system is not giving intended output which are – enhancement of customer satisfaction, achieving improvement on constant basis and complying with client and statutory requirements – then ISO 9001 2015 quality management system is not effective. If this happens then primary responsibility for same lies with Top management.
  2. As top management is accountable for effectiveness of ISO 9001 2015 quality management system, it has to ensure that peoples deployed are understanding importance of an effective ISO 9001 2015 quality management system and what is meant to complying with same. Top management should also have to ensure that adequate resources are provided for an effective ISO 9001 2015 quality management system
  3. To match with its accountability, Top management should ensure that ISO 9001 2015 quality management system providers its intended output. Concept of ISO 9001 2015 quality management system standard is based on risk based thinking. Hence this risk based thinking shall be promoted by top management through out organization along with thinking of bringing improvement.
  4. As per earlier version of ISO 9001 – 2008, Top Management is responsible for developing quality policy, ensuring that quality objectives are established and ensuring that ISO 9001 2015 quality management system requirements are integrated in the business of organization.

5.1.2 Customer focus

Top management shall also show commitment that it is Customer focused and interested in enhancing customer satisfaction. Top management shall ensure that all requirements pertaining to customers and statutory bodies are determined, understood and are met. Also risks are determined and addressed for each process.

5.2 Policy

This clause requires that inline with its leadership commitment for implementation of ISO 9001 2015 quality management system, Top management shall establish a quality policy which complies with purpose and strategic direction of the organization. Quality policy should include commitment for continual improvement and compliance with requirement. This quality policy shall be communicated, understood , applied and available in the organization.

5.3 Organizational roles and responsibilities

This clause requires that inline with its leadership commitment for implementation of ISO 9001 2015 quality management system, Top management shall ensure that relevant roles and responsibilities for each process is assigned, communicated and understood.

Earlier version of ISO 9001 – 2008 standard was requiring a responsibility of management representative – MR. This version doesn’t have this specific requirement. ISO 9001 2015 quality management standard requires that Top management shall assign roles, responsbilities and authorities for person or persons who are responsible for reporting on performance of quality management system and opportunities for improvement. Such persons has to ensure that processes are conforming to ISO 9001 2015 quality management system standard. Also they have to ensure change management is adequately integrated.
